Blaenau Gwent Borough Council and Durham County Council and have secured £1.25M to work with companies to transform local authority service delivery through analysing and using intelligently captured data. Part of the Cabinet Office’s Govtech Catalyst scheme announced in the Industrial Strategy, this funding will be disbursed via an SBRI competition route and looks at two specific scenarios in local authority services that can help establish first design principles of a wider re-imagination of service delivery:
- Boots on the ground – enabling residents to collect and report accurate data regarding assets in the public realm to the Local Authority
- Eyes on the street – making use of Local Authority fleets of vehicles to collect and report data as they travel around the borough.
The programme will be delivered in 2 phases:
Phase 1: Feasibility study resulting in a technical and commercial specification and detailed design package for an intelligent digital solution £250,000 (including VAT) will be awarded. We expect to fund up to 5 projects for up to 3 months (each up to £50k, including VAT).
Phase 2: research and development contracts, prototype development and testing resulting in prototype installation to test functionality - 2 R&D contracts awarded to successful phase 1 applicants. Up to £500,000 (including VAT) will be allocated for each contract (up to 12 months).
The project outcomes are:
- record, report and track local information accurately and reliably on a regular cycle significantly reduce service inefficiencies
- integrate into other datasets within the local authorities;
- provide a robust evidence base for policy/service/budget development;
- be popular with the general public
- and enable councils to share data appropriately with the public
